Jamaica. Loring’s instructions sent French soldiers there and barred the white inhabitants of Le Cap.

The letter read as follows: Bellerophon, Cap Français, 19 November 1803. Sir, In consequence of the communication made to me by General Boyé and Captain Barré of your wish to deliver up Cap Français to His Britannic Majesty, I inform you that I am sending you for that purpose, and to learn your final resolution, Captain Moss, commanding His Majesty’s ship Désiré, with orders to come to an understanding with you as befits the dignity of His Britannic Majesty in this circumstance. I also inform you that my instructions direct me to send the French soldiers and officers to Jamaica, and the sick to France or to America. The costs of their transport shall first be assessed, and a guarantee for them shall be given by the French Republic. The white inhabitants of Le Cap may not go to Jamaica. This is what my instructions permit me to conclude regarding the surrender of Le Cap. J. Loring.
