Le Cap. Capitulated to Dessalines; to be handed over within ten days.

Dessalines had moved his headquarters to the village of the Haut-du-Cap. At five in the afternoon (19 November) he saw adjutant-general Duveyrier arrive in the camp, bearing Rochambeau’s powers to treat for the surrender of the town. They drew up and signed the following act: This day, 27 brumaire (19 November 1803), Adjutant-Commandant Duveyrier, bearing the powers of General-in-Chief Rochambeau, commanding the French army, to treat for the surrender of the town of Le Cap, and I, Jean-Jacques Dessalines, have agreed upon the following articles:

Art. 1. The town of Le Cap and the forts dependent on it shall be handed over, within ten days counting from the 28th instant, to General-in-Chief Dessalines.
