Léogane. Its command is given to General Bauvais, with Laplume and the communes of Grand-Goâve, Petit-Goâve, L’Anse-à-Veau and Fond-des-Nègres under him.

On the strength of the dispatches that had arrived from France, the civil commission declared by a decree of 13 Frimaire, Year 5 (3 December 1796), that its delegates, Rey, Leborgne de Boigne and Kerverseau, were above all reproach; that it was satisfied with their wise and moderate conduct; that the accusations brought against General Desfourneaux were false and slanderous; and that, pending the decision of both powers, the commission would correspond only with the municipalities of the South. The commission further accused the two Rigauds, Pinchinat, Duval Monville, Salomon and Lefranc of having been the authors of the affair of 28 August against Desfourneaux, and of having murdered Édouard and Lilladam. It decreed besides that General Chanlatte would take command of the district of Jacmel; General Bauvais that of Léogane, having under his orders General Laplume and the communes of Grand-Goâve, Petit-Goâve, L’Anse-à-Veau and Fond-des-Nègres; General Martial Besse that of Saint-Louis du Sud; and these generals were to be independent of one another.
