Les Cayes. Delpêche dies there.

In the last days of September Polvérel sent the civil commissioner Delpêche, who was still at Les Cayes, his own proclamation and that of Sonthonax, inviting him to have them published. Delpêche did not carry out his orders, alleging that it belonged to the National Convention alone to proclaim general liberty. He forgot that slavery is so great a crime that every man has the right to proclaim its abolition. He was nevertheless preparing to go to Port-Républicain to agree with Polvérel on the course he should take, when he died at Les Cayes on 27 September.
