Instead of publishing and enforcing the decrees of the Constituent Assembly as it received them, it declared itself inviolable, set up committees of constitution, of reports, of legislation, of commerce, of finance, of agriculture and of correspondence (27 April 1790), and decreed that all letters sent from France to the administrators of the colony should be read before it. It decreed the re-embarkation of three hundred patriot troops who, having landed at Port-au-Prince, were spreading revolutionary ideas there.
