Leclerc declares Toussaint and Christophe outlaws

Two weeks after landing at Le Cap, General Leclerc issued a proclamation on this day: General Toussaint and General Christophe are outlawed, and every citizen is ordered to hunt them down and treat them as rebels against the French Republic. Toussaint had refused to present himself. Leclerc was betting that the colonists and the free men of color would do the hunting for him. It did not work fast enough: Toussaint fought on until May, when he agreed to terms. In June the French seized him at a parley and shipped him to Fort de Joux, where he died on 7 April 1803.
