Haiti’s transitional government makes kidnapping punishable by hard labor for life

On 5 May 2005 the Haitian government announced a decree setting the maximum penalty for kidnapping and sequestration at forced labor for life, for those who carry it out and those who help them. Until that decree the maximum the law allowed was five years in prison. The measure came in the middle of the kidnapping wave that gripped Port-au-Prince after Jean-Bertrand Aristide’s departure in February 2004. The decree changed the sentence on paper; it did not stop the industry.
