Ferrand, driven by a delirium as insensate as it was dreadful, issued, on 16 nivôse (6 January), an order whose principal provisions authorized the residents of the frontiers of the Ozama and of the Cibao, as well as the troops of the cordons, to spread over the territory occupied by the rebels (sic), to run them down, and to take prisoner all those of both sexes who had not passed the age of fourteen; article II of the order established that these prisoners should be the property of their captors; article III, that the male children thus captured, under ten years of age, and the *négresses*, *mulâtresses*, etc., under twelve years of age, should expressly remain in the colony, and could not be exported from it under any pretext; the captors might at their pleasure either attach them to their plantations or sell them to the residents living in the departments of the Ozama and the Cibao; finally, article V provided that the male children from ten to fourteen years of age should expressly be sold to be exported.
