French beat General Romain’s independents at Picard
Haitian
On 19 February 1803 the French defeated the independents there, under the orders of the indigenous General Romain. In 1865, during Salnave’s insurrection at the Cap, the rebels occupied a fort there, which was disarmed after the triumph of the government.
Rouzier tells this under the entry PICARD.
