DECREE of the Conseil of Port-au-Prince, containing a Regulation regarding the payment for executed nègres

Haitian

HAVING SEEN the Remonstrance of the Procureur Général du Roi, setting out that it could happen that reimbursement for one and the same executed nègre, or one killed in the hunt, would be requested, ordered, and even made more than once, if the Court did not prevent such an abuse by the necessary precautions; for which reason he requests, &c. Whereupon, the matter having been put to deliberation, the CONSEIL, ruling on the Remonstrance of the Procureur Général du Roi, has ordered and does order that in future the Receveur of public funds shall keep a bound register, numbered and initialed by the Commissaire who has oversight of the treasury. In this register the said Receveur shall enter, in sequence and without gaps, the Decrees of reimbursement for enslaved nègres, and shall write in the margin the name of the enslaver of the nègre reimbursed, on pain of striking from his account any sums he may have paid more than once for the same nègre, even if he produced an order and a receipt for them.
