DECREE of the Conseil of Port-au-Prince, concerning an African nègre, accused, who does not understand French, and for whom no Interpreter can be found

Haitian

TODAY, etc. the Procureur-Général du Roi entered, and said that there was communicated to him by the Sénéchal of Port-au-Prince an Official Report, drawn up by him at the requisition of his Substitut, to be placed before the eyes of the Court. By this Official Report it is established that it was impossible to find a person who could serve as interpreter for a nègre of the Ibo bibi nation. This nègre, named César, accused of a capital crime, was delivered into the hands of justice: on the complaint lodged and on the inquiry, he was decreed to be taken into custody; but when it came to interrogating him, it was not possible for him to answer the questions put to him. An interpreter was sought who could make him understand what justice required of him, and obtain his answers; but all the searches were in vain.
