Whereas it was represented to the King, in His Conseil, that by a Decree issued therein on the 26th of last October, His Majesty had granted gratifications and bounties to Shipowners who dispatched Ships for the trade in nègres and for their transport to the French Islands of America; but that, in abuse of this favor, a Merchant of Le Havre had received the gratification on the tonnage of a Ship that he had dispatched to the coast of Guinea, and that he had brought back to France only gums and elephant tusks, instead of carrying Black people to the French Islands of America, as his bond required and as the Decree of last October 26 intended: His Majesty has judged it necessary to prevent such abuses in the future. Wishing to provide for this, having heard the report of the sieur de Calonne, ordinary Conseiller in the Conseil royal, Contrôleur général of finances.

The Duc de PENTHIÈVRE, Admiral of France, etc.
