DECREE of the Conseil of Léogane, concerning the Settlers and Tavern-keepers who receive and lodge people with no one to vouch for them

Haitian

THE CONSEIL, ruling on the requisition of the Procureur-Général, makes most express prohibitions and prohibits all Settlers, of whatever quality and condition, under penalty of a fine of 500 livres, and a greater penalty if the case arises, from taking into their employ any persons, whether White people, mulâtres or free nègres, who are not domiciled and established within the jurisdiction of the Conseil, unless it is shown to them by a writing from the last master or Settler whom they served that the said masters or Settlers are satisfied with them and have nothing to claim against them. It makes the same prohibitions, under the same penalties, to the said Settlers against receiving into their homes and giving hospitality to anyone under the name of passerby or under that of Volunteer, unless they carry notes or passports from the Commandants showing the state and condition of the said Passersby or Volunteers.
