DECREE of the Conseil d’Etat, which grants and reunites in perpetuity to the Compagnie des Indes the exclusive Privilege for the Commerce of the Coast of Guinea
THE KING, having had presented to him in his Conseil his Letters Patent of January 1716, by which His Majesty had permitted all the Merchants of his Kingdom to carry on freely the Commerce in nègres, Gold Dust, and all the other Merchandise they might draw from the Coasts of Africa, from the River of Sierra Leone inclusive to the Cape of Good Hope; and His Majesty being informed that, in place of the advantages expected from this general liberty, very great inconveniences result from it: the crowd of various private individuals who go to trade on this Coast, and their eagerness to hasten their Cargoes to avoid the costs of lingering there, being the cause that the Natives of the Country drive down so excessively the price of the Merchandise carried to them, and cause the nègres, the Gold Dust, and the other Merchandise sought there to be so overbought, that the Commerce there becomes ruinous and impracticable.
