DECREE of the Conseil d’Etat, concerning the Marriages of Black people, mulâtres, and other people of color in France
THE KING, having had his Declaration of 9 August last brought before him, by which His Majesty forbade for the future the introduction into his Kingdom of any Black people, mulâtres, or other people of color, of either sex, while reserving to himself to explain his intentions regarding those who are currently in France; and His Majesty being informed that some of the Black people, of either sex, who were there before the said Declaration, have proposed to contract marriage with white people, which it would be against good order to tolerate; wishing to provide for this, having heard the report, the King in his Council has forbidden and does forbid all his white Subjects, of either sex, to contract marriage with Black people, mulâtres, or other people of color, until provision has been made, by such law as shall be appropriate, on the status of the Black people, mulâtres, or other people of color, of either sex, who were in France before the Declaration of 9 August last; forbids all Notaires to draw up any marriage contracts among them, on pain of a fine.
