Decree grants civil and political rights to the freedmen

Haitian

In 1891 the Constituent Assembly was replaced in France by the National Legislative Assembly. By its decree of 28 May 1792 it granted to the affranchis of Saint-Domingue their civil and political rights, which the colonists and the colonial government refused them. The colonists, discontented, called in the English, to whom they handed over the French colony. Civil Commissioner Sonthonax proclaimed, on 20 August 1793, the general liberty of the enslaved: the indigène troops, led by Toussaint-Louverture, drove out the English and the Spaniards after an occupation of five years.

Rouzier tells this under the entry HAÏTI: the general article.
