1889-January-03: Minister Robert M. McLane reported from Paris on his conversation with French Foreign Minister Goblet. While Goblet disclaimed any intention of colonizing Central America or seeking a protectorate in Haiti, McLane concluded that the French only respected American views when “the issue must be a practical one.” He implied that as long as France had no immediate plans for territorial expansion, they considered discussions regarding the Monroe Doctrine to be theoretical and secondary to their own national interests.
