1889-February-07: Secretary of State Bayard informed McLane that his verbal summary of the American position on the Monroe Doctrine had carried out his instructions “with sufficient accuracy.” The French disavowal of a protectorate over the Légitime government in Haiti provided the State Department with enough diplomatic cover to maintain its policy of cautious non-recognition of the rival Haitian factions while monitoring French activities in the region.
