1874-November-09: Haiti and the Dominican Republic signed a landmark Treaty of Peace, Friendship, Commerce, and Navigation. A crucial and unique feature of this treaty was an article in which both nations pledged not to alienate or lease any portion of their territory to a foreign power. This “no-transfer principle” was a direct response to the Grant administration’s recent attempts to annex the Dominican Republic and lease naval stations in Haiti. It essentially used the logic of the Monroe Doctrine against the United States to protect the territorial integrity of the entire island.
