1874-December-01: British and French diplomats celebrated the Haitian-Dominican Treaty as a major victory for European interests in the Caribbean. Spencer St. John, the British Minister, had actively encouraged the Dominican government to sign the pact specifically to block the United States from gaining a strategic foothold on the eastern end of the island. St. John had even suggested a consolidation of the two republics to better resist “Yankee” expansionism. This treaty marked the end of the post-Civil War era of intense American territorial pressure on the island.
