1874-April-01: Former Dominican President Buenaventura Báez, having fled to the United States, attempted to revive American interventionism by employing the “racial spectre” once again. He claimed the Haitians were actively working to “overthrow any white Government in San Domingo” in order to “Africanize the whole island.” Despite the historical potency of such arguments, Secretary Fish remained unmoved, refusing to let Báez’s pleas evoke a “responsive chord” or alter the newly adopted policy of non-interference.
