1861-1862: Secretary of State William H. Seward shifted American policy toward the formal recognition of Haiti. While Seward initially sought British support in the Caribbean to bolster the Union’s position during the Civil War, he ultimately pushed for recognition as a means to secure coaling stations and commercial advantages, a move that culminated in the 1862 treaty.
