1799-Jun.-15: Toussaint Louverture engaged in secret negotiations with British and American representatives in Philadelphia to secure a “triple entente” regarding trade. The parties agreed to reopen Saint-Domingue’s ports to merchant vessels in order to help rebuild the colony’s economy after years of war. For the Americans and British, the move was intended to weaken French influence and encourage Toussaint’s move toward independence. For Toussaint, the trade was essential for obtaining the supplies needed to maintain his army and govern the state. This complex diplomacy highlighted the central role of Saint-Domingue in the broader geopolitics of the Atlantic world.
