1799-Jun.-15: Toussaint Louverture engaged in secret negotiations with British and American representatives in Philadelphia to secure a “triple entente” regarding trade. The parties agreed to reopen Saint-Domingue’s ports to merchant vessels in order to help rebuild the colony’s economy after years of war.
