1799-Jun.-04: Thomas Maitland reported to Governor Balcarres of Jamaica regarding the finalization of a “secret convention” with Toussaint Louverture following the British evacuation. Maitland confirmed that Toussaint had promised to refrain from sending emissaries or military aid to incite rebellion among Jamaica’s enslaved population. In exchange, the British agreed to treat Saint-Domingue as a neutral trading partner, despite the lack of formal recognition from London. Maitland emphasized that this pragmatic “truce” was the only way to safeguard British interests in the West Indies against French republicanism. The agreement demonstrated the complex, unofficial diplomacy that characterized the middle period of the Haitian Revolution.
