1789-May-31: The Spanish Crown issued a Real Cédula intended to reform the administration of the slave trade and improve the treatment of enslaved people within the Spanish Empire. Julius S. Scott notes that this decree, while aimed at regulation, was often perceived by the enslaved as a sign of imperial support for their eventual liberation. Local authorities in territories like Venezuela and Cuba struggled to manage the resulting expectations, fearing that such reforms would embolden “masterless” populations. This legal intervention served as a catalyst for future rebellions by highlighting the gap between royal decrees and local practice.
