1767-Jan.-14: The British Royal Navy began arming a naval squadron in Portsmouth reportedly destined for North American waters. A portion of this force was expected to join Commodore Palliser, who was already conducting patrols off the coast of Newfoundland. These movements signaled Britain’s intent to strictly enforce maritime law and protect its colonial borders following the peace of 1763. Such naval mobilizations were closely monitored by French colonial officials in Saint-Domingue due to the fragility of international peace.
