1767-Feb.-16: Reports from Rochefort confirmed that the royal facilities for receiving convicts (forçats) were now capable of holding up to 800 individuals. The colonial administration announced that the officers who would command this expanded force had already been appointed. This buildup of penal infrastructure in major French ports was part of a broader effort to organize and utilize convict labor for state projects. Such metropolitan administrative shifts were relevant to Saint-Domingue due to the occasional transport of convicts to the colonies.
