The municipalities of Port-au-Prince and the Croix-des-Bouquets addressed the parishes of the West, proposing an assembly of two commissioners from each parish at Port-au-Prince on 20 January 1793; Ardouin sees in the plan the hand of B. Borgella, who later led Toussaint Louverture to give a constitution to Saint-Domingue in 1801.
