The first commission of pacification, Mirbeck, Roume and Saint-Léger, landed at the Cap.

Haitian

It was while the combined army was thus preparing all the elements of the triumph of the RIGHTS OF MAN that there landed at Cap-Français, on 28 November, the commission of pacification so long awaited from the mother country.
