Haitian
This same departmental assembly, having returned to better political principles, at last repealed the decree of 3 November which entrusted the dictatorship to Rigaud, and proclaimed on 9 January a definitive Constitution which provided that “the government of the department of the South resided in a council. This council was presided over, as of right, by the general in chief appointed by it. It made the law. It fixed the amount of the tax.”
