The constitution was promulgated at Cap, where the Central Assembly had been summoned, and Borgella gave Toussaint the name of Phoenix.
Haitian
On 14 messidor (3 July), this constitution was promulgated at the Cap, where the Central Assembly had been summoned. Citizen Borgella, in his speech, extolled the extraordinary man whose acts commanded admiration and gratitude. He carried baseness so far as to bestow upon Toussaint the fine name of Phoenix. In truth, the whites wished to ruin my old uncle; for M. Borgella, whom we saw in 1791 an enemy of the Rights of Man, could not have passed so warmly into the camp of negrophilism unless he found a powerful interest in it.
