The conferences between commissioners of the West and the South open at Grand-Goâve and fail over the South’s demand for independence.
Haitian
The conferences opened on 21 December.
The commissioners of the South proposed the independence of the two departments from one another, and an offensive and defensive alliance. The commissioners of the West observed that the two departments were indivisible, that they could constitute only one country and form the Republic of Haïti, of which the President of Haïti was the head, under the terms of the Constitution.
The conferences, setting out from bases so opposed, were broken off.
