The club Massiac declined to discuss the memoir of the free people of color, which it said belonged to a colonial assembly on the spot.

Haitian

Paris, 10 September 1789.
« The Society, having examined, Sir, the memoir which was read to it by you on behalf of the free people of color, has judged that a mere meeting of colonists outside their own countries, being unable to have a legal character, it is not possible for it to discuss them. It appears to it that the requests formulated in it can be only within the competence of a colonial assembly, regularly convoked on the spot.
