Roume issued a long proclamation praising Toussaint Louverture’s administration, ordering the mass levy of the cultivators against Rigaud, and offering Rigaud pardon and the command of the arrondissement of Les Cayes if he acknowledged his error within twenty-four hours; otherwise the commander in chief was to put down his revolt by armed force, with Bauvais, Chanlatte, Moïse, Dessalines, Agé, Laplume and Clervaux responsible for the orders.
