Rigaud, at Aquin, issued a proclamation against Toussaint Louverture on the news of the evacuation of Jacmel, ordered levies en masse and organized a 5th half-brigade under Renaud Desruisseaux; Pétion received the supreme command at Grand-Goâve and Toureaux the Baynet line.
