REGULATORY DECREE of the Conseil of Port-au-Prince, which enjoins the Notaires and the Curés to insert in their acts the status of the nègres, mulâtres, quarterons, and other people of mixed blood
UPON what was represented to the Court by the Procureur Général du Roi, that an abuse prejudicial to the Colony, and worthy of drawing the attention of the Court, is creeping in, in that the Curés, in the publications of banns and in their registers of marriages, and the Notaires, in their acts and contracts, neglect to give to those who present themselves to them the status that distinguishes them from the other Citizens, &c. The matter having been put to deliberation, and having heard the report of M. de Frenaye, Conseiller: THE CONSEIL orders that the Regulation of 12 July 1727, which forbids Notaires to receive acts from persons unknown to them, shall be executed according to its form and tenor; forbids them from now on to pass any between or with free persons or the emancipated, without stating in them their status as free nègres, mulâtres, or quarterons, on pain of suspension for six months from their functions the first time, and of revocation of their Commissions the second.
