REGULATORY DECREE of the Conseil de Léogane, which: 1. forbids the enslaved to bear arms and to hold assemblies; 2. establishes 36 men in each of the designated Quartiers to hunt the marrons; 3
The Conseil, upon the Petition presented to it by the Procureur-Général du Roi, stating that whatever orders it has pleased His Majesty to grant to his subjects of America to keep the enslaved to their duty and obedience, nevertheless, because the lands are of great extent, the said nègres find it easy to gather in bands in the woods there, and live free of service to their enslavers, with no leader but the one among them whom they elect; that others, under cover of the cane fields that hide them by day, wait by night on the main roads for passersby to rob, and go from plantation to plantation seizing whatever livestock they can find to feed themselves, or hide in the dwellings of their companions, who are usually sharers in their thefts; that these companions, knowing what goes on at their enslavers’ homes, give word to the said fugitive enslaved people so that they may take their measures to commit the said thefts without being seen.
