REGULATION of the Conseil de Léogane, which orders the planting of food crops for the Nourishment of the nègres

Haitian

Upon what was represented to the Conseil by the Procureur-Général: that whatever order there has been previously to oblige the settlers to have the necessary provisions, both for the subsistence of their nègres and to prevent all the accidents that might occur in this Colony, it has been impossible to achieve this, so that accidents are seen to occur daily, both among the nègres who become fugitives for want of provisions, and among others who are killed or mistreated while stealing those of the neighbors closest to their enslaver; that moreover it is to be feared that through some obstacles that would turn ships away from bringing them, or through some other accidents, this Colony would find itself entirely deprived; to remedy and prevent such accidents and to put the Colony in a state to maintain itself against all inconveniences, it is necessary to provide for this by a regulation which he begs the Conseil to make.
