Marchena signs a debt conversion contract at Brussels
On 14 July 1888, General Eugenio Generoso Marchena, financial agent of the Dominican Republic in Europe, signed at Brussels a contract that provides for the conversion and repayment of the external and internal debts. The loan issued by Messrs. Westendorp and Co., bankers at Amsterdam, with a nominal capital of lb. 770,000, represented by bonds of lb. 100 and of lb. 20 bearing an annual interest of 6 0/0, will be repaid in 30 years by means of an annuity of lb. 55.64 guaranteed by a mortgage on the totality of the customs duties of the Republic. Voted by the National Congress on 6 October 1888 and promulgated the same day, this loan contract is based on the creation of a collection office for customs revenues, the management of which has been entrusted to the delegates of Messrs. Westendorp. The operation of this office has been under way since 1 November 1888.
