Haiti. Riché’s speech speaks of the new order calling Haiti to constitutional government.

“I regret that imperious circumstances laid upon me the obligation of entering upon the exercise of the office of President of Haiti, to which the will of the people raised me, before taking in your hands the oath prescribed by the Constitution. The same motives have also required of me acts which the present organization of the new order of things demanded, the order which calls Haiti to enjoy the benefits of a constitutional government.
