Department of the West. Placed in a state of siege.

In the course of the same day the Department of the West was placed in a state of siege by the following act: ORDER. THE COUNCIL OF THE SECRETARIES OF STATE, “In view of the outrage committed against the established order by the faction called Riviériste; “Whereas it is important to maintain the public tranquillity, and whereas in the present juncture there is urgency;
