National Palace (Cap-Haïtien). The decree of 9 September 1845 on Haitians registered at foreign consulates is given here.

“Given at the National Palace of Cap-Haïtien, 9 September 1845, the 42nd year of Independence. Louis Pierrot. By the President: The Secretary of State for the Departments of War, the Navy and Foreign Relations, President of the Council, Hyppolite. The Secretary of State for the Interior and Agriculture, J. Paul. The Secretary of State for Finance and Commerce, Détré. The Secretary of State for Justice, Public Instruction and Worship, B. Ardouin.

This decree was published in consequence of the following letter, which the Council of the Secretaries of State had addressed to the President of Haiti on the occasion of the recruitment the government had ordered and which some Haitians had resisted by declaring themselves foreigners. The decree had been conceived and drafted at Port-au-Prince by the secretaries of state, who had submitted it to the approval of the President of Haiti.
