“Inhabitants of the fields of Saint-Yague, of La Véga, of Cotuy, of Moca, of the town of Puerto-Plata, do not forget that commerce has established between us necessary and advantageous relations, which you must restore for the prosperity of your families. “Rally, all of you, at last, my dear fellow citizens, to the flag of the Republic of Haiti. It will now be easy for us to come to an understanding on our respective interests. The Departments of the East have a right, by the nature of their properties and by their customs, to a particular consideration on the part of the government of the State. Rally to us, who are your brothers, your natural defenders; our holy religion wills it so; it commands us to avoid the shedding of blood when reason can succeed in reconciling everything. For the love of God and of humanity, yield to my entreaties and renounce all passions.
