“In declaring its independence, the majority of the Haitian people made its decision for all the inhabitants of the island of Haiti, henceforth raised into a sovereign power, because it understood that we must free ourselves also from the yoke that weighed upon your heads, and that the integrity of the island was indispensable to the perfect defense of the territory. Soon afterward a campaign was undertaken against the foreigners who reigned in your departments; the failure of that attempt, and the discords that arose among you, led to the postponement of the realization of your dearest wishes.
