Nevertheless, the government made every effort to reorganize the arrondissement councils as well as the communal councils, whose members were chosen by the head of state. On 16 September the communal council of Léogane was installed, and on the 20th of the same month General Désiré established the arrondissement council of the same town; the same was done in every part of the Republic, by virtue of the order of the President of Haiti dated 6 July 1844, which determined the powers of the communal councils and of the arrondissement councils. On 26 September the communal council of the capital was installed with great solemnity, as were the arrondissement council of Les Cayes and the communal council of the same town, on 17 and 19 October.
