Port-au-Prince. The Council of the Secretaries of State admits Tisserant as Head of the Church.

On 27 July the Council of the Secretaries of State met in session and took cognizance of the decree of the Sacred Congregation of the Propaganda and of the requests of the abbé Tisserant. In the same session it decided, on the proposal of citizen Honoré Féry, secretary of state for Worship, as follows:

“Until the Sovereign Pontiff and the Haitian Republic shall have settled the affairs of Religion in this country by a concordat, the present Government could only see with keen satisfaction the Holy Father grant to the Reverend abbé Tisserant, secular priest, spiritual powers broad enough for the salvation of the faithful and the propagation of the faith in regions where it has such need to be purified and strengthened; the more so as the Head of the State and the ministers who assist him are persuaded that it is by reason of the very confidence which they, together with the nation, place in this worthy ecclesiastic, their compatriot, that His Holiness has invested him with His own.”

Consequently, the Government consents that the said abbé Tisserant fill the functions of Head of the Catholic Church of the Republic of Haiti, with the following instructions:
