Haiti. The abbé Tisserant seeks recognition as its prefect apostolic.

This decree reached the abbé Tisserant in April 1844; but he did not present it to the Haitian Government until 29 July of the same year, not having found the moment opportune because of the troubles that had followed the Revolution of 3 May. He asked to be recognized as Prefect Apostolic of Haiti, and to go to Europe to recruit teachers with the aim of founding a free school for boys and girls, to bring good priests into the country, and to establish there a Seminary from which a national clergy would come forth.
