Port-au-Prince. The secretaries of state write from here to the President against the dictatorship.

The secretaries of state J. S. Hippolyte, Féry and Laudun, having been unable to prevent Hérard Dumesle, secretary of state for War and president of the Council, from publishing at Port-au-Prince on 30 March the proclamation of the President of Haiti, Hérard, announcing the creation of a dictatorship, wrote to the latter, on 3 April, the following letter:
