Port-au-Prince. The Constituent Assembly is dissolved and the municipality closed by proclamation.

Things were in this state when, on 25 March, it became known that many senior officers had signed a protest addressed to the Council of the Secretaries of State, in which they demanded the dissolution of the Assembly. This news, which was true, had produced a painful impression on those members of the Constituent who were hostile to Rivière Hérard, above all on the deputies David Troy, Dumai Lespinasse, Auguste Elie, Benoit, J. Paul, etc. In the Council of the Secretaries of State, Honoré Féry, Laudun and J. S. Hippolyte took no account of this protest, which Hérard Dumesle, minister of War, had had drawn up entirely without them. The latter, in concert with his cousin Rivière, President of the Republic, and in spite of the opposition, very feeble, it is true, that he met among his colleagues, had an act published on 31 March by which the Constituent Assembly was dissolved and the municipality closed. The battalion that preceded the crier was commanded by colonel Paul Bayard. This act ended with these words: “Down with the Constituent Assembly! Down with the municipality!”
