Jérémie. Allotted two senators; its revolutionaries grow hostile to Rivière Hérard.

In fact, on 15 December, Rivière Hérard would not withdraw to his hearth. His letter only increased the number of his enemies among the revolutionaries of Jérémie and of Port-au-Prince, without rallying to him any of the former Boyéristes. Dumai Lespinasse, editor of the newspaper Le Manifeste, continued to discredit his authority, although he was defended by La Sentinelle, with which Dumai was still in controversy.

At the same sitting of 2 December, long and heated discussions took place on the first paragraph of the second section of the bases of the Constitution. It was decided that this paragraph should read as follows:

“The Senate is composed of thirty-six representatives of the people, whose number shall be fixed in proportion to the population; and, until that number is settled, there shall be for each of the following judicial arrondissements, namely: Port-Républicain (Port-au-Prince), 4 senators; Cayes and Jacmel, 2; Jérémie, 2; Santo-Domingo, 6; Saint-Yague, 6; Gonaïves, 6; Cap, 6.”(ah)
